Municipal Elections 2017

General municipal elections are held on a fixed date on the first Sunday of November every four years. The next general elections will be held on November 5, 2017, simultaneously throughout Quebec. The population of Châteauguay will then have to elect a mayor and eight municipal councilors, for each of the districts of the City.

This section of the City's website will be updated gradually over the coming months.

Electoral districts 

According to the Act respecting elections and referendums in municipalities, the purpose of the division of territory is to ensure an equitable representation of citizens at the municipal council table. To this end, districts must have roughly the same number of electors, taking into account various criteria for delimitation.

Election officers

Many positions will have to be filled during the day of mobile polling station, advance polling and polling day.

The available positions are:

  • Deputy returning officer;
  • Poll clerk;
  • Member of an identity verification panel.

Persons interested in working in the municipal elections are invited to submit their application by completing the recruitment form. You can also obtain the recruitment form at the reception of the Édifice de la Mairie located at 5 D’Youville Boulevard. Only those selected will receive a response.

Entered on the electoral list

Electors domiciled on the territory of the Ville de Châteauguay will be automatically entered on the list of electors and may exercise their right to vote if they are a qualified elector in accordance with the specific requirements of the Law.

Owners who are not domiciled in the territory of Châteauguay may be entered on the list of electors only if they request so. They must complete and sign a form to this effect, according to whether they are owners of an immovable or occupants of a business establishment located in the territory or whether they are an undivided co-owners of an immovable or co-locators of a business establishment located in the territory of Châteauguay.

The duly completed application for entry or power of attorney received no later than October 17, 2017, at 5:30 p.m. will be considered an application to correct the municipal list of electors. It shall take effect upon their receipt and remain valid until such time as they are withdrawn or replaced.

The case of legal persons

Only natural persons have the right to be entered on the list of electors, legal persons being therefore excluded.

Owners of immovables and occupants of business establishments whose corporate name is a name that includes the abbreviations "enr. "," SENC "or" assoc." are natural persons.

An immovable or business whose corporate name has a name with the abbreviation "inc." means that it is a company. Consequently, the company is a legal entity in the same way as a corporation, a trade union or a cooperative. It does not have the right to vote in an election, only in a referendum.

Who can vote?

Only persons entered on the list of electors of Ville de Châteauguay will be entitled to vote on November 5, 2017.

To vote, you must meet the following conditions:

  • Be a physical person.
  • Be 18 years of age (an elector who will be 18 on polling day can vote in the advance poll).
  • Be a Canadian citizen on September 1, 2017.
  • Not be disqualified from voting by law on September 1, 2017 (under curatorship or be found guilty in the last five years of an offense that constitutes a corrupt electoral practice).
  • Meet one of the following two conditions on September 1, 2017:
    •  
      • Be domiciled in the territory of Châteauguay and, for at least 6 months, in Québec;
      • For at least 12 months, be the owner of an immovable property or the occupant of a business establishment situated within the territory of Châteauguay.

Notion of domicile

The domicile of a person is the same place as envisaged by the Civil Code of Québec regarding the exercise of civil rights. For example:

  • The address provided on the tax return.
  • The address on the driver’s license and other official identification documents.

Can a person be entered on the list of electors in more than one place?

No person shall be entered in more than one place on the list of electors of the City. 

If a person is an elector in more than one category, the following order of priority will be used to choose the place of registration:

  1. Domicile;
  2. Sole ownership of an immovable property;
  3. Sole occupation of a business establishment;
  4. Undivided co-ownership of an immovable property;
  5. Co-occupation of a business establishment.

In addition, if the person holds rights to more than one immovable or business establishment, the one with the highest value will be used.

Student, worker and hospitalized person

A person who temporarily leaves his or her home to work or study in the territory of another municipality may be considered to be domiciled either in the territory in which his or her actual place of residence is located or where he or she resides for the purpose of his or her work or studies.

A person who is accommodated in a hospital center, a residential and long-term care center or a rehabilitation center within the meaning of the Act respecting health services and social services may be deemed to be domiciled at his or her actual place of residence or at that center.

Person living or domiciled in a recognized center or a private residence for seniors

Any qualified elector living or domiciled in a recognized center or a private residence for seniors may vote in the mobile polling station to be held in the morning of Sunday, October 29, 2017.

To be visited by election workers, electors must be unable to move about and must submit the appropriate form duly completed and ensure that it is received by the returning officer on or before October 17, 2017 at 5:30 p.m.

A mobile polling station may, during its time at an institution or residence, go to the room or apartment of an elector who is unable to move about if he or she so requests.

However, as of September 1, 2017, any registration or correction to the list of electors must be forwarded to the board of revisors.

Information regarding the location, dates and hours of the board of revisors will be provided by notice.

Revision of the list of electors

In October 2017, you will receive by mail a notice of registration on the list of electors. Read it carefully. This notice shall indicate the names of the electors entered at your address, the place where the board of revisors will be located, and the address of the polling station where you will be required to vote.

Keep your registration notice preciously; it helps to speed up the voting process.

If you do not receive a notice of registration or if corrections are required, you will be required to appear before the board of revisors to apply for registration or correction or to be struck off the list of electors. It is important to verify this information since you must be entered on the list of electors in order to vote.

To make changes to the list, you must present yourself at the following dates and times:

To vote, you must identify yourself, with your face uncovered, by presenting one of the following documents:

  • Health Insurance card;
  • Driver’s license;
  • Canadian passport;
  • Certificate of Indian Status;
  • Canadian Forces ID.

All polling stations will be accessible to persons with disabilities on advance polling day and on polling day.

How to apply

A person may apply for only one position as a member of a municipal council. To be eligible to serve as a municipal councillor, a person must:

  • Have the right to be entered on the list of electors of Ville de Châteauguay.
  • Reside, either continuously or not, in the territory of Châteauguay for at least twelve months on September 1, 2017.

And fulfill the following conditions:

  • Be a physical person.
  • Be of age on November 5, 2017.
  • Be a Canadian citizen on September 1, 2017.
  • Not be disqualified from voting by law on September 1, 2017 (under curatorship or be found guilty in the last five years of an offense that constitutes a corrupt electoral practice).
  • Meet one of the following two conditions on September 1, 2017:
    •  
      • Be domiciled in the territory of Châteauguay and, for at least 6 months, in Québec;
      • Be, for at least 12 months, the owner of an immovable or the occupant of a business establishment situated within the territory of Châteauguay.

Articles 61 to 67 and Articles 300 to 307 of the Act respecting elections and referendums in municipalities outlines all the ineligibilities, that is to say, all situations where a person cannot be elected to a position as a member of a municipal council. We strongly advise you to read these provisions. If in doubt, we suggest that you consult with a lawyer, since it is not the role of the returning officer or the election staff to decide on the eligibility of a candidate.

Candidates can apply for the following positions:

  • One position of mayor of Ville de Châteauguay and;
  • Eight positions of municipal councillor for the following electoral districts:
    • District 1 - de la Noue
    • District 2 - du Filgate
    • District 3 - de Robutel
    • District 4 - de Bumbray
    • District 5 - de Salaberry
    • District 6 - de Lang
    • District 7 - de Lemoyne
    • District 8 - d’Youville

Every nomination paper must be filed at the office of the returning officer from September 22 to October 6, 2017 inclusively, on the following days and times:

  • Monday to Thursday, 9 a.m. to noon and 2 p.m. to 5 p.m.
  • Friday 9 a.m. to noon

On Friday, October 6, 2017, the office will be open continuously from 9 a.m. to 4:30 p.m.

If you would like to apply as a mayor or councilor, you must ensure that the nomination paper is duly completed and filed with the returning officer. To ensure better service, you must first take an appointment with the latter.
