Connection to waterworks and sewer networks

A permit is required for all water and sewer connection work, or for the repair, replacement or relocation of such connections. Certain rules apply.


Complete the permit application form and provide all plans and documents supplying the following information:

  • full name and address of the owner, lot number and use of the building for which the permit is sought;
  • diameters, slopes and materials of pipes to be installed;
  • level of the building’s bottom floor and of the drain under the foundation relative to street level;
  • nature of the water to be discharged into each sewer connection, such as wastewater, stormwater or groundwater;
  • estimate of the average daily flow rate of wastewater discharged into the sanitary sewer once the work is completed, calculated according to standard building use;
  • drainage plan according to the specifications of the applicable municipal by-law, if the land being developed has a surface area greater than 2000 m2.

There are many standards that apply to connections to the water and sewer systems and to any repair, replacement or relocation of such connections, including:

  • responsibilities of the City and the owner;
  • stipulated standards for materials, slopes, inspection, etc.
